An application counts once it has a decision: approved, or refused. Withdrawn and unclear outcomes are left out.
The window is the last two years. Typical days run from validation to decision.
We publish a rate only when we hold 10 or more decided applications for a council. These are the applications we have read, not the council's full archive, so 57 of 75 show a rate today and the rest fill in as we read more.
Past rates describe a council's record. They do not predict a single application.
